Murder, grave misconduct complaints filed vs Zinampan —Eleazar

A murder complaint and an administrative case for grave misconduct have been filed against the cop who shot dead a 52-year-old woman in Quezon City, Philippine National Police chief Police General Guillermo Eleazar said on Thursday.

Eleazar said the murder complaint against Police Master Sergeant Hensie Zinampan was filed and referred to the Quezon City Prosecutor's Office on Wednesday.

“For criminal case, the case for murder was already filed yesterday. It was referred before the city prosecutor of Quezon City against the suspect, the police,” he said in an interview on ANC.

Meanwhile, Zinampan has waived his submission of counter-affidavit for the administrative case, according to Eleazar.

“So formally he was charged already for grave misconduct,” he said.

Citing the Internal Affairs Service, Eleazar said the investigation for the administrative case will be finished in three to four weeks.

A video taken on Monday night showed that Zinampan shot dead the victim Lilibeth Valdez in Barangay Greater Fairview.

The victim's daughter said her mother was at the store when the suspect approached the latter, pulled her hair, and shot her in the neck.—AOL, GMA News
