Heydarian's assessment of the 17th Congress

The 17th Congress has passed many landmark legislation  during the past year but "did not end on a good note," according to GMA resident analyst Richard Heydarian.

In an interview in GMA News TV's Balitanghali on Tuesday, Heydarian said that the passage of the Tax Reform for Acceleration and Inclusion (TRAIN) Law and Bangsamoro Organic Law was among the achievements of the current Congress but the delay in the signing of the national budget for 2019 dampened its performance rate.
