Sen. Cayetano files inclusive education bill for special-needs kids


Senator Pia Cayetano filed a bill which would create inclusive learning resource centers, which would cater to children and youth with special needs (CYSN), in all public school divisions in the country.

“This bill aims to address and remove all barriers to allow CYSNs to participate in the regular school system,” Cayetano said in a Sunday statement.

The senator crafted Senate Bill No. 69 or the Inclusive Education for Children and Youth with Special Needs Act with the help of special education stakeholders.

"They deserve to learn in an environment with compassion and understanding, and where they can grow as productive members of the community,” Cayetano argued.

The Department of Education (DepEd) itself had admitted that a majority of the country's 5.5 million CYSNs had limited access to public education due, among other attitudinal and environmental factors, to lack of accessibility features in schools.

“Children with disabilities have the same rights as any other child. They deserve access to a kind of education system where their special needs are attended to," said the senator. — Joviland Rita/DVM, GMA News
