Midas Marquez in shortlist for next SC justice anew


Longtime Supreme Court Administrator Midas Marquez has again made it to the shortlist of nominees for the  next associate justice of the Supreme Court.

In a letter sent by the Judicial and Bar Council Council (JBC) to President Rodrigo Duterte on December 20, Friday, the panel named Marquez in the shortlist alongside five others namely:  Court of Appeals Associate Justices Manuel Barrios, Samuel Gaerlan, Ramon Garcia, Jhosep Lopez, and Eduardo Peralta.

The JBC is the panel which evaluates the applicants to the post of associate justice of the Supreme Court and the Chief Justice of the High Court.

Based on his profile on the Office of the Court Administration website, Marquez started as a summer apprentice in the office of an associate justice of the Supreme Court in 1991—a time when he was still in law school.

Marquez went on to become clerk of several justices of the Supreme Court until he earned his Court Administrator post.

In September 2018, Davao City Mayor Sara Duterte opposed Marquez’s previous bid for an SC justice post. At the time, the post vacated was that of Justice Samuel Martires, now the Ombudsman.

Sara initially said that somebody who wants to be an SC associate justice was trying to get her to vouch for such bid by  working for the withdrawal of a 2011 disbarment case filed against her in connection with a punching incident in Davao City.

Sara had punched a court sheriff over the latter’s supposed failure to heed the former’s call to hold off a demolition until the court order decides on the pending petition for a temporary restraining order.

Marquez was later forced to admit that he was the one being referred to by Sara during JBC interviews but denied that he was negotiating to bolster his SC bid.

Marquez dismissed it as mere misunderstanding and that the sheriffs only asked him if they could withdraw the case.

In October, Marquez was included in the shortlist for the post vacated by Senior Associate Justice Antonio Carpio.  CA Associate Justice Edgardo delos Santos was eventually appointed to take the vacant post.  — Llanesca T. Panti/RSJ/MDM, GMA News
