PNP-led body prepares list of persons allowed outside homes under ECQ, GCQ


The Joint Task Force COVID-19 Shield is working on a list of persons to be allowed outside of residence in areas under enhanced community quarantine (ECQ), and the more relaxed general community quarantine (GCQ).

“Gagawa kami ng listahan ng mga APOR [or] authorized persons outside residence) para sa ECQ at para sa GCQ,” Police Lt. Gen. Guillermo Eleazar, commander of the task force, said in an interview on Dobol B sa News TV.

Eleazar said that the list will help law enforcers implement lockdown measures.

The list of APOR will be based on the establishments allowed to operate in both ECQ and GCQ.

“Based on those exempted or permitted establishments, ang gagawin natin diyan ang basehan ng APOR ‘yung employers and workers who are involved in the operation of permitted establishments,” Eleazar pointed out. 

Apart from workers and employers, also allowed outside of residences are “preferably” those aged 21 to 59.

“Ang ECQ ang allowed ay 1 person per household ang maaaring lumabas para bumili ng essential goods pero sa GCQ, mas maluwag preferably from 21-59 ang edad,” he said.

“Kung sa ECQ may mga APOR tayo, mas marami sa GCQ,” he added.

The Joint Task Force COVID-19 Shield, the enforcement arm of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID), is composed of the Philippine National Police, Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG) and the Bureau of Fire Protection (BFP). —Ted Cordero/LBG, GMA News
