Public transport to be required to record passenger contact details once operations resume — LTFRB


All public utility vehicles (PUVs) will be required to have a manifesto when operations resume under the general community quarantine (GCQ), the Land Transportation Franchising and Regulatory Board (LTFRB) said Monday.

According to LTFRB chairman Martin Delgra III, all PUVs under the scope of the LTFRB — buses, jeepneys, tricycles, taxis, and TNVS among others — will be mandated to keep a record of their passengers for contact tracing while the threat of the coronavirus disease remains.

"Kailangang may manifesto ng pasahero kasama 'yung mga pangalan, contact number on the part of the bus operator... Hindi lang sa bus 'yan, kundi sa lahat ng public transport system — jeep, taxi, lahat," Delgra said during the Laging Handa public briefing on Monday.

While operators will have to keep a manifesto, the LTFRB also appealed to the public to keep their own records of the details of the PUVs they take.

"On the part of the passenger, we are requesting to them and appealing to them na kung puwedeng isulat 'yung sasakyan," said Delgra.

In the same interview, Delgra said PUV operators should also take a look at having cashless payment systems which are already being implemented by transport network vehicle services (TNVS).

"Minimungkahi natin at pinu-push natin 'yung booking online for both TNVS and taxi, kasi meron silang sistema na tinatawag nating mobile apps," he said.

"That would take care of contact tracing kasi meron na 'yung tinatawag natin na travel history na meron dun sa mobile app," added Delgra.

Public transport is temporarily suspended under the modified enhanced community quarantine (MECQ) which is currently in place in Metro Manila and other "high-risk" areas.

They will be allowed to resume operations once lockdowns are eased to a general community quarantine (GCQ), albeit on a limited capacity with a maximum of 50%. — RSJ, GMA News
