CHR to investigate ‘cruel, inhuman’ Jolo blasts


The Commission on Human Rights (CHR) on Tuesday will launch an investigation into the ‘cruel and inhuman’ twin blasts in Jolo, Sulu on Monday.

"We extend our sympathies to the families and loved ones of those who died because of this senseless violence, as we pray for the healing of those who have been hurt. In aid of pursuing justice, CHR through our concerned Regional Office shall also be investigating the case," it said in a statement.

“The recent bombing in Jolo, Sulu is cruel and inhuman. No one should be made to suffer from such violence,” CHR spokesperson Atty. Jacqueline Ann de Guia said.

As of writing, Joint Task Force (JTF) Sulu said at least 15 people were killed while 78 others were injured.

The fatalities include seven soldiers, six civilians, one policeman, and the female suicide bomber who caused the second explosion, according to the JTF Sulu.

“At the same time, this violence comes at a time when the country observes the International Humanitarian Law Month,” De Guia said.

“We call out the perpetrators of this bombing for their blatant disregard for protection granted to civilians against such assaults,” she added.

JTF Sulu commander Brigadier General William Gonzales said some of the victims of the twin blasts were children.

"Doon sa unang explosion, mayroong ano, na-recover doon na patay at 'yung iba rito bata," Gonzales said in a radio interview.

The CHR called on the government to make perpetrators accountable in line with its obligation to uphold and protect human rights.

“As this year’s theme stresses, preserving human dignity is a shared responsibility and we, likewise, urge non-State parties to respect this call in defense of human rights,” De Guia said.

“CHR continues to denounce the reprehensible harm caused by terrorism and every intent of terrorists to sow nothing but fear and conflict, especially at a time when the country is in the midst of a pandemic,” she added.

Lieutenant Colonel Rolando Mateo, 11th Infantry Division spokesperson, said the bombings were perpetrated by the Abu Sayyaf.

The first explosion transpired at 11:55 a.m. in front of Paradise grocery store when an improvised explosive device, placed on a parked motorcycle, exploded.

The military said security forces were conducting security patrols in the area when the explosions happened. —Joviland Rita/KG, GMA News
