IAS to start summary dismissal proceedings vs. cop accused of harassing Nova Parojinog


The Philippine National Police-Internal Affairs Service is set to start its summary dismissal proceedings against Police Lieutenant Colonel Jigger Noceda for allegedly harassing Nova Princess Parojinog.

"Once na-file ang case, 'yan ang starting point ng summary dismissal proceedings," IAS chief Inspector General Alfegar Triambulo said in a message on Wednesday.

The IAS legal affairs division will conduct the hearing, he added.

Triambulo said Noceda, the relieved chief of the PNP Custodial Service Unit, could face various complaints, including four counts of grave misconduct, rape, alleged violation of Republic Act 6713 and abuse of detainee under Napolcom 2016-002 Rule 21, unjust vexation, and conduct unbecoming of a police officer.

"Bukas padalhan ng summon si Lt. Col. Noceda para sumagot ng kaniyang asunto within five days. After that, maghearing na... presentation of evidence," Triambulo said.

The result of the proceedings will be sent to PNP chief Police General Camilo Pancratius Cascolan for decision.

"If walang delay, baka after 15 days tapos na ng IAS ang summary dismissal proceedings ni Lt. Col. Noceda," Triambulo said.

Noceda has been accused of sexually assaulting Parojinog. He has been in custody of the PNP Headquarters Support Service.

The PNP Women and Children Protection Center filed criminal complaints against the cop on October 7 before the Quezon City Prosecutor's Office.—AOL, GMA News
