24 out of 29 Cagayan areas still flooded due to Ulysses — Gov. Mamba

A total of 156 barangays from 24 out of 29 areas in Cagayan are still flooded due to the onslaught of Typhoon Ulysses, Cagayan Governor Manuel Mamba said Friday.

“Well, we have 24 out of 29 towns, no, 28 towns and one city. So, flooded po ang 24 diyan and 156 barangays po ang flooded,” Mamba said in an interview on Dobol B sa News TV.

Mamba said that 11,734 affected individuals are staying with their neighbors while 4,600 are in evacuation centers.

Though power supply has been restored to most of the towns, the governor said residents are unable to utilize it due to the flooding.

“Well, in most of the towns meron naman, no, pero siyempre grabe na ‘yung baha talagang ino-off… kaya nga po mataas pa rin ‘yung tubig namin ngayon,” Mamba said.

“Nag re-release pa ‘yung Magat Dam. Magat Dam kasi is one of those causing ‘yung kwan, ‘yung worsening ng aming kwan. Nag re-release din po sila ngayon. Lahat po ‘yan papunta sa amin,” he added.

Mamba said this was the first time the Buntun Bridge Gauging Station recorded 13-meter deep floodwater.

“Kaya nga po napaka taas ngayon. Unprecedented po, no, 13 meters po doon sa Buntun Gauging Station namin. First time po na umabot sa 13 meters. Ngayon lang po 3 p.m.,” he said.

Meanwhile, Cagayan has recorded six casualties, of which five have been confirmed and one is still missing.

“Ngayon, unprecedented po kasi ‘yung death ngayon… meron na pong amin. Pero missing ‘yung isa, confirmed na ‘yung lima. Apat ‘yung namatay sa landslides, dalawa ‘yung drowning. ‘Yung isa po sa drowning ay missing pa,” Mamba said.

“Meron din po [sugatan]. Pero minor-minor, lacerations lang, mga ganon,” he added.

The governor said they are planning to declare a state of calamity.

“We are asking our Sangguniang Kalalawigan to declare a state of calamity. Sumulat na po kami sa kanila dahil talagang grabe po itong nangyari dito. This happened last year din po pero mas grabe po,” Mamba said.

He also expressed hope that the water level will recede.

“Well, we are hoping po kasi medyo huminto naman ‘yung kwan ang pag-ulan. Hopefully, wala na mamayang gabi at medyo uminit ng onti kanina pero nawawala na naman ‘yung unit, so we’re still hoping na bababa na ito,” he said.
