POEA suspends 2 recruitment agencies over fake certificates

Labor officials have preventively suspended two recruitment agencies for submitting fake skills competency certificates for household service workers.

Philippine Overseas Employment Administration head Hans Leo Cacdac identified the two agencies as Global Recruitment Connections-Ph Corp. and Excel Manpower Corp.

The preventive suspension orders "effectively prohibits the recruitment agencies from recruitment and deployment of overseas Filipino workers pending investigation and subsequent filing of appropriate recruitment violation cases against them," the POEA said in a news advisory.

The POEA said the two firms submitted to the POEA’s Land-based Center in July 2014 documents of household service workers, including their respective TESDA-NC2 certificates.

A National Certificate Level 2 (NC2) from the Technical Education and Skills Development Authority is required of HSWs seeking overseas deployment.

But Cacdac said the POEA evaluation officer found the NC2 certificates of the OFWs submitted by the two agencies lacked security features, and the TESDA's Manila office confirmed the certificates were fake.

Investigation showed Global Recruitment submitted six fake TESDA-NC2 certificates while Excel Manpower Corporation presented nine fake certificates. — Joel Locsin/RSJ, GMA News
