Ano ang epekto ng lumalaking Chinese POGO operations sa bansa?

Napag iiwanan na ng panahon ang mga usong sugal sa Pilipinas tulad ng sabong, jueteng at OTB. Ang in ngayon, Philippine Offshore Gaming Operations o POGO. Pero hindi mga Pinoy ang mga manlalaro, kundi mga Chinese. Taong 2016 nang bigyan ng lisensiya ang mga POGO sa bansa. Sa pag-usbong ng kalakarang ito, lumobo rin umano ang bilang ng mga illegal Chinese worker sa bansa, pati na ang krimen tulad ng kidnapping at prostitusyon.  Nariyan rin ang malalaking isyu tulad ng hindi pagbabayad ng buwis ng mga POGO at ang kasisiwalat lang na katiwalian sa Bureau of Immigration sa pamamagitan ng “pastillas scheme."

Binuo ang Task Force POGO, isang interagency task force na binubuo ng BIR, DOLE at BI para tugunan ang mga isyung ito. Ayon kay Bureau of Internal Revenue Deputy Commissioner Operations Group head na si Attorney Arnel Guballa, nararapat lang na tugisin ang mga iligal na operator ng mga POGO. Aniya, “It is unfair for Filipinos, us working here in the country, we are paying our compensation tax while these foreign nationals, they do their work here in the country and they are not paying the correct amount of taxes.”

Para kay Wilson Lee Flores, isang Chinese businessman at analyst, masama ang POGO sa imahe ng Pilipinas. Paliwanag niya, “I think we are harboring illegal business from other country, it’s bad for our international image. We are supposedly a good friend of China, and we are harboring their criminals, that is bad for our image.”

Ganunpaman, may mga naniniwalang may hatid na benepisyo rin ang POGO sa bansa, lalo na pagdating sa pag unlad ng real estate sector. Ito ang paniwala ni Leechiu Property Consultants President at CEO na si David Leechiu. Malaking benepisyo raw ang Chinese investments sa bansa. Ani Leechiu, “Before, wala silang real estate tax income, ngayon lumaki at lumobo ang real estate tax income ng city na puwede nila ngayong gamitin to develop other services in the city for the constituents of the city. That is what probably the biggest benefit that this industry has.”
