One hundred percent foreign ownership ng public services ba ang solusyon sa mga problema sa serbisyong pampubliko sa bansa? Sa House Bill 78, isinusulong ni 2nd District Albay Representative Joey Salceda na pahintulutan ang mga banyaga na maging may-ari ng mga kumpanya sa transportation, communication, at power industries. Ayon kay Salceda, magdadagdag ito ng trabaho para sa mga Pilipino, at sa paglago ng ating ekonomiya.

Tutol dito si 1st District Albay Representative Edcel Lagman. “Any public utility should be owned and operated by Filipino citizens. Public utility is always public service,” aniya. Ayon kay Lagman, nilalabag ng House Bill 78 ang Konstitusyon kung saan isinasaad na Pilipino dapat ang may-ari ng 60 percent ng mga public utilities. Hindi raw kailan man mababago ang kahulugan ng public utilities at public service. Ayon naman sa ibang kritiko, may posibilidad na may banta ito sa seguridad ng bansa.

Sang-ayon ang ekonomistang si George Siy sa punto ni Salceda na malaki ang maitutulong ng malayang pagpasok ng mga foreign investments sa bansa. Puwede raw natin matutunan ang teknolohiya na ibinibigay ng ibang bansa, para matapatan ang mga foreign-owned telecoms, transportation, at power. Ganunpaman, hindi raw kailangan na 100% foreign-owned ang mga public service. “As long as they can find reasonable partners. Dahil yung ibang enterprises used to be so big that there’s no Filipino counterpart to give out the percentage na pang Filipino. Pero ngayon malalaki na rin ang enterprise natin so kaya na rin nila.”
