NTC resolves frequency dispute in favor of Textron


MANILA, Philippines - The National Telecommunications Commission (NTC) has favored Textron, Inc. in a frequency war, ordering rival Innove Communications, Inc. to stay within the bounds of the frequency assigned to it. In a decision, the NTC ordered the unit of Globe Telecom, Inc. to “operate within the parameters of its frequency assignment" to avoid interfering with Textron’s network. In 2005, the NTC assigned Block A of the 450-MHz frequency for Textron’s telecenter services. Later that year, Block C of the same frequency was assigned to Innove for its own services. Given the similar frequencies, Textron complained to the NTC in 2006, saying the Globe unit had been operating outside its frequency and interfering with Textron’s services. Textron argued that Innove was given the frequency assignment based on incomplete and deceptive information, and should therefore be barred from the frequency. Innove said Textron’s complaint was premature, and alleged that it merely wanted to monopolize the country’s broadband wireless industry. - BusinessWorld
