Ulysses makes landfall in Quezon

Typhoon Ulysses has made two landfalls in Quezon on Wednesday night, the weather bureau PAGASA has said.
Ulysses first made landfall in the vicinity of Patnanungan, Quezon at 10:30 p.m. on Wednesday.
It then made a second landfall in the vicinity of Burdeos at 11:20 p.m.
In its Severe Weather Bulletin issued at 11 p.m., Tropical Cyclone Wind Signal (TCWS) No. 3 remained over 18 areas as typhoon Ulysses further intensified and made landfall in the vicinity of Quezon, PAGASA announced Wednesday night.
The warning over Catanduanes has been downgraded to Signal No. 2.

PAGASA said destructive typhoon-force winds and intense with, at times, torrential rainfall associated were expected over the central and southern portions of Aurora, the northern and central portion of Quezon (including Polillo Islands), and the western portion of Camarines Norte within the next three hours.
It added that heavy damage to infrastructure and vegetation was expected.
At 10 p.m. on Wednesday, the center of Ulysses was located at 70 kilometers east of Infanta, Quezon with maximum sustained winds of 150 kilometers per hour near the center and gustiness of up to 205 kph.
It is moving west-northwestward at 15 kph.
Ulysses was forecast to be over mainland northern Quezon between 12 a.m. and 3 a.m. on Thursday.
PAGASA said it might exit the Philippine Area of Responsibility on Friday morning or afternoon.
Hazards affecting land
According to PAGASA, areas under TCWS No. 3 will experience destructive typhoon force winds while damaging gale to storm-force winds will prevail over areas under TCWS No. 2.
Strong breeze to near gale conditions will, meanwhile, prevail over areas under TCWS No. 1.
Meanwhile, from Wednesday night to Thursday noon, heavy to intense with, at times, torrential rains are expected over Camarines Norte, Camarines Sur, Metro Manila, CALABARZON, Central Luzon, Quirino, Nueva Vizcaya, and the eastern portion of Isabela.
Moderate to heavy with, at times, intense rains may also prevail over the Cordillera Administrative Region, the rest of mainland Cagayan Valley, Pangasinan, Marinduque, the northern portion of Mindoro Provinces (including Lubang Island), Albay, Catanduanes, and Burias Island.
The rest of Luzon and Visayas are expected to experience moderate with, at times, heavy rains.
PAGASA warned that flooding, rain-induced landslides, and sediment-laden streamflows may occur during heavy or prolonged rainfall.
Meanwhile, there is a high risk of a storm surge of up to 3 meters over the coastal areas of Aurora, Quezon including Polillo Islands, and Camarines Norte.
A storm surge of up to 2 meters may also occur over the coastal areas of Isabela, La Union, Zambales, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, the northern portions of Mindoro Provinces including Lubang Island, Marinduque, Romblon, Masbate including Ticao and Burias Islands, Catanduanes, Camarines Sur, Albay, and Sorsogon.
“These storm surges, which may be accompanied by swells and/or breaking waves near the coast, can cause life-threatening and damaging coastal inundation,” PAGASA said.
Hazards affecting coastal waters
PAGASA said rough to very high seas will prevail over the seaboards of areas under TCWS and the northern seaboard of Northern Samar within the next 24 hours.
Meanwhile, rough to high seas will prevail over the remaining seaboards of Northern Luzon while rough to very rough seas are expected over the western seaboard of Palawan, including Calamian and Kalayaan Islands.
PAGASA said that sea travel is “risky” for all vessels.
Moderate to rough seas will, meanwhile, prevail over the eastern seaboards of Visayas and Mindanao, the seaboards of Cuyo Islands, and the western seaboard of Panay Island.
“Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions,” PAGASA said.
