Tropical Cyclone Wind Signal No. 1 was raised at 8 a.m. on Saturday over seven areas due to Tropical Depression Vicky, PAGASA said in its 8 a.m. severe weather bulletin.

TCWS No. 1 is in effect as of posting time over the following areas:

Luzon

  • northern and central portions of Palawan (Araceli, Dumaran, Taytay, El Nido, San Vicente, Roxas, Puerto Princesa City, Aborlan, Narra, Quezon, Sofronio Espanola) including Calamian, Cuyo, Cagayancillo, and Kalayaan Islands

Visayas

  • Negros Oriental

Roxas) and the western portion of Zamboanga Sibugay (Tungawan, Roseller Lim, Titay, Ipil, Naga, Kabasalan)

Winds

PAGASA said areas under TCWS No. 1 will experience strong breeze to near gale conditions.

Residents in exposed communities were advised against slight damage to some houses made of very light materials or makeshift structures.

"Rice crops, however, may suffer significant damage when it is in its flowering stage," PAGASA said.

Meanwhile, most of Luzon and Visayas that are not under TCWS, especially the coastal and mountainous areas, will have gusty conditions due to the Northeast Monsoon (Amihan).

Rainfall

Moderate to heavy rains which may be intense at times are to be expected over Calabarzon, Bicol Region, Visayas, Aurora, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Camiguin, Misamis Oriental, Oriental Mindoro, Marinduque, and the northern and central portions of Palawan including Calamian, Cuyo, and Cagayancillo Islands.

Mainland Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Metro Manila, and the rest of Central Luzon, MIMAROPA and Cordillera Administrative Region on the other hand will have light to moderate with at times heavy rains.

Flooding

PAGASA said the threat of flooding including flash floods and rain-induced landslides exists especially in flood- and landslide-prone areas during heavy or prolonged periods of rainfall.

Areas that received significant antecedent rainfall recently may also have flooding or landslides.

Even without rainfall, however, areas adjacent may also experience flooding due to surface runoff or swelling of river channels.

At least two people died when a landslide occurred in Mahaplag, Leyte due to Tropical Depression Vicky's heavy rains, police said on Saturday morning.

Coastal waters

Rough to very rough seas with waves reaching as high as 4.5 meters may be expected in the next 24 hours over the entire seaboards of Northern Luzon, the seaboard of Aurora, the eastern seaboard of Quezon including Polillo Islands, the seaboard of Camarines Norte, the northern seaboard of Camarines Sur, the northern and eastern seaboards of Catanduanes, the eastern seaboard of Albay including Rapu-Rapu Islands, the eastern seaboard of Sorsogon, the northern and eastern seaboards of Northern Samar, the eastern seaboard of Eastern Samar including Homonhon Island, the eastern seaboard  of Dinagat Islands, the eastern seaboard of Surigao del Norte, the seaboard of Surigao del Sur, and the eastern seaboard of Davao Oriental.

This is due to the Northeast Monsoon and Tropical Depression Vicky.

"Sea travel is risky over these waters especially for small sea vessels," PAGASA said.

Meanwhile, moderate to rough seas with waves up to 4 meters will prevail over coastal areas under TCWS No. 1 as well as the seaboards of Agusan del Norte, Camiguin, Misamis Oriental, Lanao del Norte, and Misamis Occidental, and the remaining seaboards of Luzon, Visayas, Surigao del Norte, Dinagat Islands, and Zamboanga del Norte.

Sea travel is also risky in these areas, PAGASA said, especially for small sea vessels.

Track

Vicky is moving toward the Cagayancillo Islands in Palawan as of posting time.

It is expected to make landfall in northern or central Palawan on Saturday afternoon or evening.

At 7 a.m., its center was located at 240 km west of Dipolog City, Zamboanga del Norte or 285 km east southeast of Puerto Princesa City.

It has maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h.

Vicky is moving westward at 25 km/h over Sulu Sea and is expected to exit the Philippine Area of Responsibility on Sunday afternoon or evening.

It is expected to intensify into a tropical storm over the West Philippine Sea.

Sunday forecast

On Sunday, Bicol Region, Quezon, Aurora, Isabela, Quirino, and Nueva Vizcaya will have heavy to intense rains.

Apayao, Kalinga, Mountain Province, Ifugao, Oriental Mindoro, Kalayaan Islands, and the rest of mainland Cagayan Valley will have moderate to heavy with at times intense rains.

Meanwhile, Metro Manila, Eastern Visayas, Bulacan, Dinagat Islands, and the rest of Cordillera Administrative Region, Calabarzon, and MIMAROPA will have light to moderate with at times heavy rains.

The next severe weather bulletin will be issued at 11 a.m. —KG, GMA News
