Crising spotted over waters of Calayan, Cagayan
Tropical Storm Crising has maintained its strength while crossing the coastal waters of Calayan, Cagayan, PAGASA said in its bulletin at 11 p.m. Friday.
At 10 p.m., Crising was packing maximum sustained winds of 75 km/h near the center with gustiness of up to 105 km/h. It was moving northwestward at 15 km/h.
Signal No. 2 was raised over the following areas:
- Batanes
- Cagayan including Babuyan Islands
- Isabela
- Apayao
- Kalinga
- the northern and central portions of Abra (Manabo, Pidigan, San Juan, Tayum, Langiden, Boliney, Sallapadan, Bucloc, Lagangilang, Danglas, La Paz, Licuan-Baay, Tineg, Malibcong, Peñarrubia, San Isidro, Daguioman, San Quintin, Dolores, Lagayan, Bangued, Bucay, Lacub)
- the eastern portion of Mountain Province (Natonin, Paracelis)
- the eastern portion of Ifugao (Aguinaldo, Alfonso Lista)

''Crising will move west northwestward within the next 24 hours. On the forecast track, it is now less likely to [make] landfall over [the] Babuyan Islands. Afterwards, it will continue to move west northwestward, traversing Extreme Northern Luzon until it exits the Philippine Area of Responsibility by tomorrow (July 19) morning,'' PAGASA said, adding it will continue to intensify until it reaches severe tropical storm category by Saturday evening or Sunday morning.
PAGASA also issued a heavy rainfall outlook because of Crising and the Southwest Monsoon (Habagat).

PAGASA warned of a minimal to moderate risk of life-threatening storm surge with peak heights reaching 1.0 to 2.0 meters within 24 hours over the low-lying or exposed coastal localities of Batanes, Cagayan including the Babuyan Islands, Ilocos Norte, and Ilocos Sur.
The Southwest Monsoon will bring strong to gale-force gusts over the following areas:
• Friday: Zambales, Bataan, CALABARZON, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Camiguin, Misamis Oriental, Misamis Occidental, Lanao del Norte, Surigao del Norte, Dinagat Islands, Davao Occidental, Davao Oriental, and Sarangani.
