LPA inside PAR ‘unlikely’ to turn into storm —PAGASA
The low pressure area (LPA) inside the Philippine Area of Responsibility is “unlikely” to develop into a tropical depression within the next 24 hours, PAGASA said Sunday afternoon, though several areas in the country still experienced rain and some flooding over the weekend.
According to the state weather bureau's 4 p.m. daily weather forecast, the LPA was located 115 kilometers north of Coron, Palawan as of 3 p.m.
It is affecting the weather conditions of Metro Manila, Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, Western Visayas, Negros Island Region, and Camarines Norte.
The rest of the country will see partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms.
PAGASA warned that these weather conditions may trigger flash floods or landslides.
Despite the absence of a storm, flooding still occurred in several areas in the country over the weekend.
In a report by GMA Regional TV's Rgil Relator on 24 Oras Weekend, a motorcycle rider in Barangay Mintal in Davao City was swept away over a bridge by rushing waters, but he was later rescued. According to one of the residents, the area was flooded after a drainage canal that was blocked due to the construction of a new bridge. Authorities were able to do some road clearing after the flood abated.
In Manay, Davao Oriental, a footbridge over a river was swept away by raging waters in Sitio Mambusao, Barangay Taokanga. There were no reports of casualties.
In Capalonga, Camarines Norte, several barangays were flooded, while a sloping road in Barangay Pico in La Trinidad, Benguet resembled a raging waterfall as floodwaters rushed downhill after rains.
According to PAGSA, the trough of a low-pressure area caused the Mindanao rains, while the easterlies caused the downpour in Luzon.
Classes for Monday were suspended in some areas due to the expected effects of inclement weather.
The flood incidents are occurring amid a major investigation by Congress of allegedly anomalous flood control projects undertaken by the Department of Public Works and Highways (DPWH), after President Ferdinand "Bongbong" Marcos Jr. brought the issue up in his July State of the Nation Address.
State meteorologists also said the extreme northern Luzon will experience medium wind and coastal water conditions.
Winds will be light to moderate, while coastal waters will be slight to moderate throughout the rest of the country.
