LTO chief: 71 fixers arrested in Metro Manila ops since October 2025

The Land Transportation Office (LTO) has arrested at least 71 fixers during its operations in Metro Manila since October 2025, LTO chief Assistant Secretary Markus Lacanilao said Wednesday.

During the Kapihan sa Manila Bay forum, Lacanilao said 76 LTO employees had also been apprehended for allegedly engaging with fixers.

Of the 76 employees, 64 were rank-and-file personnel while 12 held high-ranking positions, including two office chiefs, Lacanilao said.

The LTO also flagged 90 online accounts offering fixer services.

Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, defines a fixer as any individual who facilitates or expedites transactions for personal gain or benefit.

In July, the LTO implemented a region-wide reassignment of its district heads in the National Capital Region following the arrest of three alleged fixers.

Lacanilao said every LTO office chief is responsible for ensuring that the offices under their supervision are free of fixers and other illegal activities.

He urged the public to transact directly with LTO personnel and report any wrongdoing through ireportmokayltochief.ph for immediate action.

Lacanilao also reported that the LTO had issued 1,361 show-cause orders for various traffic violations.

Meanwhile, the LTO had suspended or revoked 744 driver's licenses, including those of drivers involved in fatal accidents.— MCG, GMA News
