LTO reshuffles NCR heads after arrest of 'fixers'
The Land Transportation Office (LTO) said it is implementing a region-wide reassignment of its district heads in the National Capital Region following the arrest of three alleged fixers.
LTO chief Assistant Secretary Markus Lacanilao said the reshuffle is part of the agency's continuing reorganization and efforts to ensure accountability for anyone involved in illegal activities.
"Hindi sapat na mahuli lamang ang mga fixer. Mahalaga rin na matukoy kung paano sila nakapag-o-operate at kung may mga nagpabaya o nagbigay ng proteksyon sa kanila. Iyan ang layunin ng isinasagawang imbestigasyon at ng mga hakbang na ipinatutupad natin sa loob ng ahensya," Lacanilao said in a statement released by the LTO on its social media page.
(Arresting fixers alone is not enough. It is equally important to determine how they were able to operate and whether there were personnel who neglected their duties or provided them protection. That is the objective of the ongoing investigation and the measures we are implementing within the agency,)
The three LTO personnel allegedly involved in illegally processing student driver's permits and licenses were caught in an entrapment operation last June 29, 2026 at the LTO West Manila District Office and LTO East Avenue Central Office.
The LTO is investigating the heads of the two district offices to determine if there was negligence in the performance of their duties and to see the extent of illegal activities in the said offices.
Lacanilao said every LTO office chief is responsible for ensuring that the offices under their supervision are free of fixers and other illegal activities.
