Floods hit parts of Metro Manila as TS Mario, Habagat bring heavy rain


(Updated 9:56 a.m.) Floods swamped parts of Metro Manila before dawn Friday following heavy rain from Tropical Storm Mario (Fung-Wong) and the southwest monsoon, prompting the suspension of classes and government work in the capital and nearby provinces, as well as the suspension of bank clearing and trading at the stock exchange.

PAGASA, in its 5 a.m. advisory, said the combined effect of Mario and the southwest monsoon may bring moderate to heavy rains and thunderstorms over Metro Manila and the rest of Luzon, which may trigger flash floods and landslides.

At 2:30 a.m., PAGASA issued a yellow rainfall alert over Metro Manila, Cavite, Rizal, Laguna, Batangas and Quezon province.

At 9 a.m., a red rainfall warning was issued as severe flooding is expected in Metro Manila, Rizal, Laguna and Bulacan.
 
In Manila, photos posted on Twitter by GMA News' Victoria Tulad showed knee-high floods at T.M. Kalaw Street, and gutter-deep floods at P. Burgos Avenue.
 
Floods also swamped parts of Quezon City, including Mother Ignacia Street where three vehicles were submerged in floodwaters, GMA News' Athena Imperial tweeted.

 
Floodwaters almost reached the roofs of some houses in Roxas District in Quezon City.



The Metropolitan Manila Development Authority said EDSA Centris northbound is flooded and not passable to light vehicles.
 
In Mandaluyong City, 9 de Pebrero was not passable to light vehicles, while Boni San Rafael was not passable.

 
In Rizal, V.V. Soliven was not passable while Sumulong Highway was not passable to light vehicles and Lopez Ville in Brgy. Mayamot was flooded.
 
At Skyway, the Raya to Bicutan southbound had floods at ankle-deep level, but was still passable to vehicles.

Marikina River, La Mesa Dam

Local authorities have ordered residents near the Marikina River to evacuate their homes as the water level of the waterway approached the 19 feet level, GMA News' Unang Balita reported Friday morning.
 
Marikina officials said via the city's official Twitter account that forced evacuation of river zone residents is underway. 

Residents near the Tullahan River in Quezon City were advised Friday to take "extreme caution" as the La Mesa Dam neared spilling level past 8 a.m.

No classes, government work suspended

Classes in all levels in Metro Manila were ordered suspended by Malacañang on Friday.

The Palace also suspended classes in all levels in these areas: Mindoro, Batangas, Laguna, Rizal, Cavite, Tarlac, Nueva Ecija, Quezon province (including Polilio Islands), Camarines Norte, Camarines Sur, and Pangasinan.

Executive Secretary Paquito Ochoa also announced the suspension of work in government offices in Metro Manila, Zambales, Bataan, Pampanga, Tarlac, Nueva Ecija, Bulacan, Rizal, Cavite, Batangas, Laguna, Quezon, Polillo Island, Mindoro Provinces, Camarines Norte, Marinduque and Pangasinan, except for government agencies involved in the delivery of basic and health services, disaster response, and other vital public services.

Trading, bank clearing suspended

Trading on the Philippine Stock Exchange has been suspended Friday due to torrential rains brought by Tropical Storm Mario (Fung-Wong) and the southwest monsoon.

Mario’s landfall

Tropical Storm Mario (Fung-Wong) slowed slightly but intensified and may make landfall over the Cagayan-Isabela area before noon, state weather agency PAGASA said.
