QC imposes limits on fireworks sale to ensure safety
The Quezon City government has imposed strict limits and requirements on the sale of fireworks to ensure public safety as the holidays draw closer.
In a Dec. 11, 2014 memo posted on the city government's Facebook account, the city government stressed the need to ensure public safety by regulating the sale of fireworks in streets and temporary vending areas.
One of the measures is a requirement for retailers to apply and pay for Hawkers’ Permits from the Market Development and Administration Department (MDAD).
The requirements for these include clearances from police and local barangay officials, licenses to deal in firecrackers and pyrotechnic devices, authorization from the manufacturer, and clearances from the Philippine National Police Firearms and Explosive Division, as well as a fire safety inspection certificate from the Bureau of Fire Protection.
Also, only the following types of firecrackers will be allowed for sale:
- Firecrackers
- Baby rocket
- “Bawang”
- Small triangulo
- Pulling of strings
- Paper caps
- El Diablo
- Judah’s belt
- Skyrockets (kwitis)
- Other equivalent types in terms of explosive content.
- Sparklers
- Luces
- Fountain
- Jumbo
- Mabuhay
- Roman candle
- Trompillo
- Airwolf
- Whistle device
- Butterfly
Also, retailers shall be required to have enough on-site fire safety equipment prescribed by the BFP.
Other guidelines issued by the city government are:
- Retail sites cannot be allowed to operate within 15 meters of petroleum filling stations, establishments which produce, manufacture or store combustible or flammable materials and eateries, carinderias, barbecue or grill stands and snack counters which use stoves, open flame or portable electric heaters;
- No testing of firecrackers and pyrotechnic devices in the retail site;
- "No Smoking" signs shall be prominently displayed at the outlets.
Violations of the rules may lead to the seizure and destruction of the prohibited firecrackers and pyrotechnics. — Joel Locsin/RSJ, GMA News
