The victims were doing a clean up operation on Romualdez Bridge in Ermita when the incident occurred.
"As per doon sa field reports sa atin, nagkakaroon tayo ng dredging doon sa estero and doon po sa pagkuha siguro nila ng basura na-overload ng tao and at the same time iyong bigat ng basura at mga tao...bumigay ang platform," Yu said.
"Merong nagbabantay doon, iyong barangay tanod at iyong mga nagde-dredge tapos at the same time iyong mga tao na nandoon sa area na iyon na tumutulong, iyon po ang mga kasama doon sa platform," he added.
At least five people were earlier reported injured, four of them were immediately rushed to the hospital while one got stuck beneath the debris.
The trapped victim was pulled from the rubble.
"Iyong huli po na nakuha ng ating rescue team, buhay po iyon. Buhay po iyon, dinala na sa ospital," Yu said. —John Ted Cordero/LBG, GMA News
