It occupied three lanes, the Metropolitan Manila Development reported in its Twitter account.
Initial investigation showed the truck hit a plant box before it flipped on its side.
Responding personnel of the Metropolitan Manila Development Authority said the three occupants of the truck hurriedly exited the vehicle through a window and fled.
In their haste, they left the engine running.
Authorities scooped up the cement that fell on the road.
The truck, which is brand new and has no license plate yet, has been removed from the road, the MMDA announced in a tweet.
The "self-accident" has been cleared, and all lanes have been made passable as of 10 a.m.
