QCPD identifies cops in catcalling case

The Quezon City Police District has identified the policemen involved in the alleged catcalling incident at a dark portion of Katipunan Avenue on the night of All Souls' Day last week.

Chief Superintendent Guillermo Eleazar named the policemen as Police Officer 2 Rick Tanguilan and Police Officer 1 Domingo Cena.

According to Tina Panganiban-Perez's report on Balitanghali, they are facing administrative and criminal charges.

A third policeman, Senior Police Officer 2 Ariel Camiling, is also facing administrative charges for claiming that he was the one using the police car involved at the time of the incident.

Last week, a complainant identified in the report only as Xandi said she was walking on a dark portion of Katipunan Avenue when she was catcalled by men who she believed were policemen.

She said they were riding a black car with blinkers on the roof.

With the help of closed-circuit (CCTV) cameras, the QCPD spotted the police mobile 235 passing Katipunan around the time of the incident.

Xandi confirmed that Cena was the one who allegedly stared at her inappropriately while Tanguilan was the one she said she heard wolf-whistling.

The victim was initially unable to identify the policemen involved when she was presented photos of possible suspects.

The police car was supposed to be used by Camiling, who turned out to be off-duty at the time.

Camiling is being investigated for administrative offenses for initially claiming that he was using the said police car on the night of November 2.

Xandi has submitted a statement on the alleged catcalling incident to the QCPD Women and Children Protection Desk.

The order for the three officers to be relieved from their posts took effect on Thursday. —NB, GMA News
