Albayalde finds empty station, sleeping cop in another inspection


National Capital Region Police Office chief Director Oscar Albayalde caught a police station  without a single cop on duty and its station commander sleeping, as he conducted another surprise inspection on Tuesday night. 

But Albayalde said that except for that incident, he was generally satisfied with the performance of the police in his second round of surprise visit to police stations.

The San Juan City Police Community Precinct (PCP) 4 was supposed to be his last stop, but it spoiled his whole-night rounds in Metro Manila, where he found an empty station and a sleeping commander. 

A report on "Unang Balita" said that the cops at the PCP 4 in San Juan were surprised to see Albayalde and his team, while their station commander was sleeping. 

The station commander explained that he has not been asleep for almost 24-hours.

Albayalde said, "Understandable naman iyong huli. Magdamag, maghapon, buong araw silang gising... But again, sabi nga natin ayaw na ayaw natin ay nandoon sila sa loob nagre-relax lang. Hindi nila alam na nanduon na kami sa loob."

He pointed out that the police should always be alert. "[Paano] kung masamang elemento [ang pumasok]... binaril na pareho iyan,  kinuha na ang baril."

"Parating na ang anibersyarsyo ng NPA [New People's Army], kaya ito pinapaigting natin ang lahat ng mga istasyon natin sa Metro Manila," he added.

He was referring to possible threat of escalated attacks by the communist insurgents, especially the NPA, which will be celebrating its 49th founding anniversary on March 29. 

Also, the report said that Albayalde visited the PCP 3 in Taguig City and all the cops there were awake.  He also scolded a group of youths nearby for vagrancy. 

Albayalde's next stop was PCP 6 of Parañaque and found all the police on duty were up. 

He also dropped by PCP 3 and 4 in Makati City and all was well at the stations. He also checked on the Edison Street checkpoint in Barangay San Isidro and it looked okay with personnel on duty. 

Albayalde also apprehended a police personnel on a mobile car at the EDSA Extension for moving around without a buddy. He said he should have a companion as it is dangerous to do so. 

He also visited the PCPs in Arellano, Remedios and Pedro Gil in Manila and found no irregularities there.

Albayalde had ordered the police caught sleeping to report to the NCRPO.

During the first round of Albayalde's surprise inspection of police stations in Metro Manila, he caught personnel sleeping and having a drinking spree at a station. Those involved have already been punished. —LBG, GMA News
