400 PDLs develop TB-like symptoms in Pasay jail — CHR
The Commission on Human Rights (CHR) on Thursday expressed its concern as more than 400 persons deprived of liberty (PDLs) at the Pasay City Jail have reportedly developed tuberculosis-like symptoms.
In a statement, the CHR said that the results were not yet conclusive and the PDLs are now undergoing isolation for conclusive testing.
“TB is a highly contagious disease that poses a serious health risk, particularly in overcrowded and poorly ventilated environments such as prisons. The high number of suspected TB cases among PDLs at Pasay City Jail highlights a critical public health issue that necessitates immediate and comprehensive action,” the CHR said.
“The potential for TB to spread both within the prison population and to the broader community underscores the urgency of addressing this outbreak effectively,” it added.
Due to this development, CHR called the attention of the jail administration and the Bureau of Jail Management and Penology (BJMP) to the matter.
Sought for comment, the BJMP assured that there has been no community transmission of TB within the jail facility.
“The BJMP is committed to the health and safety of all PDL and continues to work closely with health authorities and partners to provide a safe environment,” BJMP spokesperson Jail Chief Inspector Jayrex Bustinera said.
Citing the United Nations Office on Drugs and Crime, the CHR said that there are 165,528 PDLs detained in the corrections system as of 2021.The agency said it hoped authorities will implement routine and comprehensive medical screenings for all PDLs upon entry and periodically during their incarceration.“The Commission remains steadfast in its mandate of protecting the rights of all individuals, including those who are in conflict with the law,” the CHR said.
“We believe that genuine reparation and rehabilitation can only be attained by upholding justice, fairness, and the inherent human dignity of PD,” it added.—RF/AOL, GMA Integrated News
