Isko Moreno still leads OCTA survey for Manila mayor

Former Manila Mayor Francisco “Isko Moreno” Domagoso continues to lead the race for the Manila mayoralty in Eleksyon 2025, according to the latest voter preference survey conducted by OCTA Research.

Commissioned by Roberto Oca, the survey revealed that Domagoso remains the top choice of 63% of respondents, representing approximately 710,980 voters.

Trailing behind is incumbent Mayor Honey Lacuña, who garnered 18% or around 205,964 voters.

Party-list Representative Samuel Versoza ranked third with 16% (186,361 voters), followed by actor Raymond Bagatsing with 1% (13,345 voters).

All other mayoral hopefuls registered 0% support, with vote estimates ranging between 186 and 2,317.

The survey was conducted from April 20 to 23, 2025, via face-to-face interviews with more than 1,200 registered voters aged 18 and above.

Respondents were randomly selected from barangays across Manila. The sample was adjusted for gender and voter distribution across the city’s legislative districts based on Commission on Elections data.
