QC gov't terminates four Discaya-linked projects

The local government of Quezon City said Tuesday that it has terminated all of the four projects with construction firms linked to the Discayas, who are tagged in the flood control project mess. 

The QC government said that four out of the 1,300 infrastructure projects since Mayor Joy Belmonte began her term in 2019 were awarded to Discaya-linked entities. 

“Upon the issuance of Philippine Contractors Accreditation Board (PCAB) Board Resolution No. 075, Series of 2025, on September 1, 2025, which revoked the licenses of Discaya-linked companies, and the subsequent cancellation of their PhilGEPS membership, due to violations of licensing requirements and procurement laws, the Quezon City Government immediately conducted a review of its infrastructure projects,” it said in a statement. 

It said the review found four projects, namely:

  • Proposed Construction of Six (6) Storey with Deck Multi-Purpose Building;
  • Proposed Construction of Reinforced Concrete Canal at Ermitaño Creek;
  • Proposed Construction of Housing 32-Balingasa High Rise Housing (Phase 1A) at Brgy. Balingasa; and
  • Proposed Construction of Housing 32-Balingasa High Rise Housing (Phase 2) at Brgy. Balingasa.

“After the observance of the periods required by law, or as of September 19, 2025, all four of the said projects involving Discaya-linked companies have been terminated,” the statement further read. 

The Department of Budget and Management's Procurement Service (PS-DBM) earlier cancelled the membership of nine construction companies owned and controlled by contractor Sarah Discaya in the Philippine Government Electronic Procurement System (PhilGEPS).

This means that the firms will no longer be eligible to participate in the procurement projects of the government.

The local government unit also said that “it has nothing to hide” when it comes to the procurement processes in infrastructure projects. 

“The Quezon City Government has always observed transparency in all its procurement processes, including adherence to competitive bidding, publication, and posting. This is the reason all our infrastructure projects are publicly posted on our website. The Quezon City Government has nothing to hide. We welcome all good-faith examinations of competent legal authorities of our projects and processes,” it said. 

“We condemn any and all malicious insinuations that only seek to distract from the actual schemes and perpetrators that have victimized our City and our Country,” the local government added. “We remain steadfast and unwavering in upholding the trust of our people, and we will continue to ensure that public funds are used solely for the benefit of our QCitizens.” —Vince Angelo Ferreras/AOL, GMA Integrated News
