LTO issues show cause order vs driver in QC hit-and-run incident
The Land Transportation Office (LTO) has issued a show cause order against the van driver who allegedly tried to speed off after hitting a motorcycle in Quezon City on Tuesday night.
The driver’s license was also placed under preventive suspension for 90 days, with the driver ordered to surrender his license to the LTO.
LTO Chief and Assistant Secretary Markus Lacanilao ordered the driver, as well as the registered owner of the van, to personally appear before the LTO Intelligence and Investigation Division (LTO-IID) office in a scheduled hearing on Jan. 6, 2026.
They were also directed to submit a verified or sworn explanation on why they should not be administratively charged for reckless driving, for failure to comply with the duty of driver at the time of the accident, and on why the driver’s license should not be suspended or revoked for being an “improper person to operate a motor vehicle.”
According to the LTO, the van has been placed under alarm to prevent any transactions while the investigation is ongoing.
“Failure to appear and submit the verified or sworn comment/explanation as required shall be considered by this Office as a waiver of your rights to be heard, and the case shall be decided based on the evidence at hand,” the show cause order read.
Based on LTO’s records, the incident occurred on December 23, along EDSA southbound, corner of New York Street, Barangay South Triangle in Quezon City.
A viral video showed bystanders kicking and attempting to block the van as it attempted to flee the scene. One even pelted the van with a motorcycle helmet.
The video also showed a motorcycle on its side on New York Street — the same motorcycle hit by the van.
Police Lieutenant Colonel Josef Geoffrey Lyndon Lim, chief of the Quezon City Police District (QCPD) – District Traffic Enforcement Unit (DTEU), previously said the driver of the van and the motorcycle rider had reached a settlement following the incident.
“Nag-usap po yung dalawang partido at ito pong ating biktima ay hindi na magpu-pursue ng anumang pong reklamo at nagkaayos po silang dalawa. And sa part naman po natin ng QCPD, we will be submitting also report po sa LTO regarding this incident,” the police official said.
