Who is Giovanni Lopez, Marcos' new DPWH chief?
Atty. Giovanni “Banoy” Lopez will take the helm of the Department of Public Works and Highways (DPWH), a year after serving as secretary of the Department of Transportation (DOTr).
Malacañang announced Monday that Lopez would swap positions with outgoing DPWH Secretary Vince Dizon in a move supposedly aimed at "accelerating reforms and improving public service."
A lawyer and certified public accountant, Lopez was tasked by Marcos to “strengthen safeguards and institutionalize the reforms, turning them into rules, processes and systems that will keep serving Filipinos,” Malacañang said.
As the new DPWH chief, Lopez is also expected to accelerate the implementation of government infrastructure projects, including roads and bridges.
To recall, President Ferdinand “Bongbong” Marcos Jr. designated Lopez as acting transportation secretary in August 2025, amid a Cabinet revamp triggered by the flood control controversy.
Before his appointment as DOTr chief, Lopez served as the agency’s senior undersecretary for Administration, Finance and Procurement. In 2022, he also served as executive director of the Land Transportation Office (LTO).
In 2021, Lopez served as officer-in-charge executive director of the Toll Regulatory Board (TRB), while concurrently serving as undersecretary for Finance and chief of staff to then-Transportation Secretary Arthur Tugade.
Lopez was appointed director for Legal Service in 2017 before serving as assistant secretary for Procurement and Project Implementation that same year.— MCG, GMA News
