Ritchiemel Caballes Based on a charge sheet prepared by a military fact-finding board headed by Armed Forces Inspector General Rear Admiral Rufino Lopez, that looked into the botched February 24 coup. All are to undergo pretrial investigation for violation of Articles of War 63 (disrespect to the President), AW 65 (willfully disobeying superior officers) AW 67 (mutiny), AW 96 (conduct unbecoming an officer and gentleman) AW 97 (conduct prejudicial to good order and military discipline). They face possible dismissal from the service if convicted, among other penalties. The charge sheet said the officers, together with several John Does "attempted to begin or cause a mutiny by withdrawing their support from President Arroyo and urged (then) chief of staff Gen. Generoso Senga and other officers and men to also withdraw their support from the President. The charge sheet also said the 38 officers attempted "to join protest actions of the so-called civil society groups and political opposition calling for the President's resignation, with the intent to usurp and/or override lawful authority." Of the 38 officers named in the charge sheet, six were involved in the failed coup against the Aquino administration in the late 1980s: Lim, Banez, Flordeliza, Malabanjot, Querubin, and Villasan. On the other hand, Parcon's name appeared in recovered documents as among the officers who supported the Magdalo Group that staged the short-lived Oakwood mutiny in July 2003. Parcon was not charged in any court in connection with the mutiny. Parcon and Querubin are among the 13 living recipients of the Medal of Valor, the highest combat recognition in the Armed Forces of the Philippines. -GMANews.TV
