DPWH execs, employees pay tribute to Aquino


A fast tracker, a work buff
The Department of Public Works and Highways (DPWH) is proud of having Ramon Padua Aquino as one of its undersecretaries. Aquino, born in San Fernando, La Union on Sept. 29, 1954, was described by the DPWH as one of its “most effective engineers." He was often called a “fast tracker and a “work buff" at his office, according to the department. “Through the years, he matured into an effective manager and conscientious leader. Soon enough, he earned the respect of his employees, his peers, and even his superiors, because of the principles he had upheld - public service, leadership by example, diplomacy and dedication to duty," the DPW said on its - Web site. He obtained his Bachelor of Science degree in Civil Engineering at the University of the East in 1977 and passed his Civil Engineers Licensure Examination on the same year. In 1989, he took up Masters of Science degree in Construction Management. After a decade, he was conferred the Career Executive Service Officer Rank IV. He is married to Dr. Teresita O. Aquino. MANILA, Philippines – Undersecretary Ramon Aquino was a “rising star" that would have made a good secretary of the Department of Public Works and Highways (DPWH) had he survived the March 11 ambush outside the agency’s office in Manila. This was the sentiment that DPWH officials and employees shared and expressed during a ceremony while the slain official’s remains were being displayed at the DPWH main office, a radio report said Wednesday. During the eulogy, colleagues of Aquino also admitted they are still facing a blank wall as to what could have triggered the attack. But they suspected that it could be an attempt to silence an official known to be a staunch critic of corruption in government, the report said. The Philippine flag outside the DPWH main building along Bonifacio Drive, Port Area in Manila was also lowered at half-mast in honor of the ambushed official. Aquino’s body will remain displayed for public viewing at the DPWH office until Thursday noon. The official’s remains would then be brought to the Loyola Memorial Park in Marikina City for the interment at 3 p.m. that same day. Aquino is set to be replaced by DPWH Undersecretary for Mindanao Romeo Momo. Aquino – a 54-year-old native of La Union – succumbed to multiple organ failure at the Manila Doctors Hospital last March 19, more than a week after being repeatedly shot inside his vehicle. The Manila Police District has already come up with an artist sketch for one of the suspects, but has yet to determine the motive for the assault against Aquino, his driver, and his aide. - Mark Merueñas, GMANews.TV
