MMDA all set for Friday's traffic summit


It's all systems are go for the summit where the government and the private sector will tackle ways to address the perennial traffic problems in Metro Manila. Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino said the summit will be held at the Philippine Social Science Center in Quezon City. "We are optimistic that the event will be an effective starting point to improve Metro Manila's traffic and transport system," Tolentino said in an article posted on the MMDA website. He added "the MMDA, in the spirit of enlightened and responsible governance, has joined forces with stakeholders to address perennial traffic and transport problems, enforce traffic rules and restore order in the streets." Friday's summit is considered an "entry" summit, where the participants are expected to sign a covenant affirming their commitment to improve Metro Manila's traffic and transport system. Tolentino said two more summits, including workshops, will be conducted in 2011 to complete the proposed traffic and transport plan. All the participants will list "immediate doables" to help improve the traffic situation in Metro Manila. The MMDA said the stakeholders have so far come up with the following "doables:"

  • the no-license plate, no-travel campaign;
  • Accident resolution time reduction;
  • Authorized vehicle units in authorized routes only;
  • Strict vehicle inspection;
  • Motorcycle and bike lanes;
  • Evaluation of U-turn slots;
  • Adoption of traffic engineering standards;
  • Standard road signs;
  • Bus loading and unloading segregation schemes;
  • Resolution of road conflicts;
  • Anti-overloading measures;
  • Vehicle emission standards enforcement;
  • Comprehensive road use education campaign, and
  • the non-contact apprehension system. The stakeholders also sought a comprehensive program for a safe, orderly, and convenient use of the streets and transport facilities in Metro Manila. The focal areas in the proposed plan include the enforcement of laws, ordinances, and regulations. Those expected to attend the summit are Cabinet members and a core group consisting of representatives from lead government agencies. These agencies include:
  • the Department of Public Works and Highways (DPWH);
  • the Department of Health (DOH);
  • the Department of Transportation and Communications (DOTC);
  • Land Transportation Office;
  • Land Transportation Franchising and Regulatory Board;
  • Philippine Coast Guard, and
  • the local traffic bureaus of the 17 local government units in Metro Manila. The MMDA said preparations began as early as November, when stakeholders held consultative meetings and workshops to draw up focal areas for the Metro Manila Traffic and Transport Action Plan for 2010 to 2016. – VVP, GMANews.TV
