CHED appeals for flexibility in no-permit-no-exam policy


With the final exams nearing, the Commission on Higher Education appealed to colleges and universities for flexibility in their "No Permit, No Exam" policy. In a post on its Facebook account, the CHED cited its Manual of Regulations for Private Higher Education, where students cannot be denied taking their finals due to obligations. "No higher education institution shall deny final examinations to a student who has outstanding financial or property obligations, including unpaid tuition and other school fees corresponding to the school term," it said, citing Article XX, Section 99 of the CHED MORPHE. However, the CHED said the institution "may withhold the final grades or may refuse re-enrollment of such student." But in case of withholding final grades, CHED said the final grades are to be duly recorded and submitted to the Registrar together with the final grades of the rest of the students.
