Napolcom approves prescribed attire for VIP security


The National Police Commission (Napolcom) has approved the prescribed attire for Philippine National Police (PNP) personnel assigned to secure VIPs, including ranking government officials.

 
Approved by Napolcom was Memorandum Circular No. 2013-006, which updates the guidelines and procedures on the detail of PNP uniformed personnel as protective security.
 
Napolcom vice chairman Eduardo Escueta also reminded police personnel to always carry their IDs, letter orders and other documents for "proper identification."
 
“For purposes of proper identification, all protective security police personnel are required to carry with them their respective identification cards (IDs), Letter Order, Acknowledgment Receipt of Equipment (ARE) and/or Permit to Carry Firearms Outside of Residence (PTCFOR), as the case may be,” Escueta said in a news release.
 
He said all police security must wear the general office attire (GOA), Type B, while securing VIPs during official functions.
 
They should wear the athletic/multi-use uniform worn with the PNP-issued pants while securing VIPs during disaster, relief, and rescue operations.

He also said VIPs may require their police security to wear barongs, bush jackets, suits, and other suitable clothing "which the VIP shall provide" during official functions in a critical area, "where wearing of police uniform may cause unnecessary threat or danger to the VIP and/or police security."
 
He said this may also apply during private or social functions.
 
Escueta said the Napolcom issued the amended guidelines to clarify the coverage of the wearing of the prescribed uniforms by police security and to ensure full compliance.
 
Entitled to protective security
 
Escueta said the government officials entitled to protective security even without a written request include:
  • President and Vice President of the Philippines
  • Senate President
  • House Speaker
  • Chief Justice
  • Defense and interior secretaries
 
"Cabinet Secretaries, Senators, Representatives, and Local Chief Executives are also provided with protective security upon approval of their written request by the Chief PNP," Escueta said.
 
Former Presidents, their spouses, former Vice Presidents, and former PNP chiefs are also entitled to protective security.
 
The PNP chief shall only detail protective security to members of the diplomatic corps and visiting dignitaries upon request.
 
On the other hand, private individuals may be provided with a maximum of two protective security police personnel upon approval of their written request and upon confirmation of threat to their lives.
 
Escueta added the detail of PNP personnel as protective security to government officials is co-terminus with their term of office.
 
The detail of police security to private individuals shall be for up to six months, which may be extended for another six months upon reassessment and confirmation that an imminent danger to life still exists on the person of the requesting party.
 
“The Chief PNP is vested with the authority to detail protective security for a period not exceeding six months,” Escueta said.
 
“When the protective security exceeds six months, the approving authority shall be the Chairman, NAPOLCOM upon the recommendation of the Chief PNP,” he added.
 
Escueta added protective security police personnel who violate the guidelines shall be liable for administrative charges.
 
He added the violation by the VIP will cause the revocation of the protective security given to him/her and shall be the basis for the denial of subsequent request. VVP, GMA News
