PNoy appoints LTO OIC as new head of the agency
(Updated 5:55 p.m.) President Benigno Aquino III has appointed Alfonso Tan Jr., officer-in-charge of the Land Transportation Office (LTO), as the new head of the agency replacing Virginia Torres.
Tan's appointment papers, signed on November 8, were released to the media on Thursday.
Transportation Secretary Jun Abaya reportedly named Tan as LTO's OIC on Nov. 1, when Torres' retirement took effect.
Aquino had earlier met with Torres, his shooting buddy, presumably to discuss her defiance of a government directive by playing in a casino. A few days after the meeting, Torres said she will be retiring after 33 years of government service.
Torres became controversial after a video surfaced showing her playing at a slot machine, supposedly defying Memorandum Circular No. 8, issued by Malacañang on August 28, 2001, barring all government personnel "from entering, staying and/or playing at gambling casinos."

According to Tan's profile, he is also a partner at the Gaston and Tan Law Offices and commissioner at the NAIA IPT3 Commission.
Previous reports indicate that Tan was appointed executive director of the LTO by Interior Secretary Mar Roxas when Roxas was Transportation chief.
Before this, Tan had also served as a private prosecutor in the plunder, impeachment, and other related cases against former President Joseph Estrada between 2000 and 2001.
