Close to a year after Terminal 3 shooting, NAIA still lacks CCTV cameras

Close to a year since four people were shot to death at the Ninoy Aquino International Airport Terminal 3, the Manila International Airport Authority has yet to finish installing security cameras at the country's primary airport.

According to a report on "State of the Nation with Jessica Soho", closed-circuit television (CCTV) cameras have already been installed in Bay 1 of Terminal 3, where Labangan Mayor Ukol Talumpa, his wife Lea, and two others were killed by motorcycle-riding gunmen on Nov.20, 2013.

The MIAA said the installation of 187 CCTV cameras at Terminal 3 is around 90 percent done but it has yet to award the contract to install security cameras at Terminals 1, 2, and 4.

Maj. Gen. Vicente Guerzon, chairman of the MIAA's Bids and Awards Committee, explained that the project was bidded out in August. Out of 41 bidders, only five submitted the necessary documents, and only two of those met the eligibility requirements.

"Walang pumasa sa technical specifications," he said.

The MIAA aims to bid the project out again this month and hopes to start installing cameras before the end of the year. Guerzon said, though, that the project cannot be rushed.

"Normally, ang isang proyekto ay inaabot ng 61 days  sa bidding... you have to go with the period of activities na mayroong time frame," he said. Once awarded and given the go signal, installation of the cameras will take around 200 days.
