Napeñas: AFP once withdrew support from mission after PNP didn’t coordinate with MILF


The military withdrew its support for an earlier mission to capture international terrorist Zukifli bin Hir alias Marwan because the Philippine National Police-Special Action Force didn't coordinate with the Moro Islamic Liberation Front, former SAF chief Director Getulio Napeñas told a House inquiry on Tuesday.

Napeñas said that on April 25, 2014, the PNP did not push through with its earlier operation to arrest Marwan dubbed as “Oplan Wolverine” after the Philippine Army's 6th Infantry Division suddenly withdrew its commitment to provide Mechanized Brigade units to support the operation.
 
When asked by Davao City Rep. Karlo Nograles on why the Army withdrew support for the operation, Napeñas revealed that the AFP learned that the PNP did not coordinate with the MILF about the operation.
 
“Habang under way yung mga tao namin, kailangan daw mag-coordinate sa MILF before na ilaunch ang operation, sa kadahilanan na yun winithdraw nila yung commitment na suportahan (kami) with mechanized brigade,” Napeñas said.
 
Napeñas said that on June 10 also last year, the Army's 6th ID “all of a sudden” conducted an operation to arrest Marwan without coordination with the SAF who is also planning a similar operation to arrest the US most-wanted terrorist.
 
“So yung ginawa namin, hindi na namin kinonsider yung coordination sa AFP before the operation, instead we recommended na kung nandun na mismo yung assault force sa lugar, saka lang namin sabihan yung Armed forces of the Philippines,” Napeñas said referring to the SAF's implementation of Oplan Exodus on January 25.

Lt. Gen. Rustico Guerrero, the chief of the AFP's Western Mindanao Command, said the Army's 6th ID decided to withdraw its support on the PNP's April 25 operation to arrest Marwan because, the PNP “refused” to go through peace mechanism.
 
“The then commander of the Army's 6th Infantry Division now Retired Major General Romeo Gapuz withdrew his troops from joining the operation because the PNP refused to go through the peace mechanism and he was thinking that because of this non-coordination through the peace mechanism, it will result into a bigger problem,” Guerrero said.
 
“Because he (Gapuz) was thinking that in the MILF communities, where the armed men are present, will join the fight. It was exactly what happened in Mamasapano,” Guerrero said.
 
Guerrero, however, maintained that the January 25 incident was an “isolated” case.
 
“I believe that overall, in my command, under the Westmincom, we have no problem with conducting law enforcement operations jointly with the PNP. We have conducted joint operations with the PNP previously with success because we have very good coordination,” Guerrero said.
 
Guerrero also denied Napeñas' claim that the Army conducted operation to arrest Marwan on June 10 without coordination with the PNP.
 
“The June 10 operation was made in coordination with the local PNP Maguindanao and not with the SAF, because the SAF headquarters is in Manila,” Guerrero said.
 
“Even today, as we speak, there are operations being conducted jointly by the AFP and PNP...We just have to plan our operations properly so that we can achieve the 'elements of surprise'. This is the issue being raised by Napeñas,” Guerrero said.

Guerrero said the AFP and the PNP continue to work closely well in Mindanao amid reports that the two security forces distrust each other especially after the bloody Mamasapano incident.
 
“There is no truth to the alleged mistrust between the AFP and PNP units. I think this (Mamasapano incident) is just an isolated case and is an issue of operational security,” Westmincom chief Lt. Gen. Rustico Guerrero said at the continuation of the House of Representatives' probe on the Mamasapano incident.
 
At an earlier point of Tuesday's hearing, Napeñas expounded on his earlier testimony in the Senate about the previously aborted operations to arrest high-profile terrorists Marwan and Abdul Basit Usman allegedly due to the withdrawal of mechanized support of the military.
 
Napeñas reiterated that the SAF decided to employ the “time on target” concept for Oplan Exodus to ensure the secrecy and success of the operation as prior coordination with the AFP during the previous efforts to arrest Marwan and Usman led to the escape of the two targets.
 
Oplan Exodus was the operation implemented by the SAF in Mamasapano town in Maguindanao on January 25 in an effort to arrest Marwan and Usman.
 
The SAF was able to kill Marwan during the operation but 44 police troopers also perished from the incident after they were overpowered by the combined forces of the Moro Islamic Liberation Front (MILF), its splinter group Bangsamoro Islamic Freedom Fighters (BIFF) and some private armed groups (PAGs).
 
“May operation kami sa Lanao Del Sur noong 2012 na ako din yung nag supervise. Nag coordinate din kami (with the AFP), pero hindi kami binigyan ng tulong And just before our troops arrive dun sa lugar, nakaalis na yung target namin na si Marwan,” Napeñas said. —NB, GMA News
