LOOK: Cavite State U students required to hear VP Binay's TSONA, Lacierda tweets


If presidential spokesman Edwin Lacierda has his way, the president of the Cavite State University will be asked to explain why the school's students were required to attend the assembly wherein Vice President Jejomar Binay gave his "True" State of the Nation address on Monday.
 
"Pres. Divinia Chavez of Cavite State University should perhaps explain why students were required 2 attend VP's TSONA," Lacierda said in a tweet.




In the CvSU assembly, Binay said he was unimpressed with the address President Benigno Aquino III delivered last week, as he enumerated the failures of the administration in the past five years.

CvSU is a chartered state university. It was converted into a state university in January 1988 through Republic Act 4868. In 1997, the Commission on Higher Education was given governance authority over all state universities, including CvSU, with RA 8292 or the Higher Education Modernization Act.

In its 2013 annual audit report, the Commission on Audit said CvSU "has a total manpower complement of 1,480 personnel, composed of 390 regular and 1,090 contractual, temporary, fulltime and part-time faculty and employees."

"Ipinagmalaki rin ang mga dagdag na classrooms para sa mga estudyante. Ngunit nakaligtaan naman ang kapakanan ng mga guro. At ang ating state colleges and universities, gaya ng Cavite State University na nasa top 20 ng mga tinapyasan ng budget, para bang nakalimutan na sa prayoridad. Sa halip na bigyan ng sapat na pondo, lalo pa itong binawasan," the vice president said at the assembly.
 
Binay also questioned why the budget requests of the SUCs ended up being slashed during the budeting process.

"Noong 2014, humiling ang mga state colleges and universities ng limampu’t siyam na bilyong piso mula sa DBM. Ang ibinigay sa kanila: walong daan at siyam na milyong piso lamang. Nagtanong ang mga estudyante, saan kukunin ang kulang na pondo? Ang sagot ng administrasyon, mag-fund raising kayo. Ibig sabihin, bahala kayo sa buhay ninyo," Binay said.

This year, CvSU has P370.26 million from the national budget. In 2014, the national government subsidy for CvSU was P376.53 million. For 2016, the proposed subsidy for CvSU is P466.329 million.

"For the year 2013, CvSU had a total budget of  P303,883,998.00. Actual allotment released to the University in accordance with Republic Act No. 10552 or the General Appropriations Act of 2013 totaled P280,392,000.00 while expenditures amounted to P303,875,114.39," COA said in its audit report.
 
The COA also reported that CvSU had "Total Income of P511,637,922.02, from internal and external sources were also received and managed by the University. A total of P492,144,424.38 was budgeted and approved for utilization of income by the Board of Regents as of the end of the year."

According to the CvSU website, the university's board of regents (BOR) has CHED chairman Patrica Licuanan as the "commissioner in-charge" over CvSU. CHED Commissioner Alex Brillantes Jr is vice chairman of the board.

Nellie M. Ilas is chairman of Capitol City Bank, a rural bank the Bangko Sentral ng Pilipinas placed in receivership with the Philippine Deposit Insurance Corporation in January 2013.
 
"Capitol City Bank is a four-unit rural bank with Head Office located along Governor’s Drive, Trece Martires City, Cavite. Its three branches are in Alabang in Muntinlupa City; and in General Trias and Trece Martires City in Cavite. Latest available records show that as of June 30, 2012, Capitol City Bank had 24,812 accounts with total deposit liabilities of P460.72 million," the PDIC said on its website.
 
The PDIC also said that (b)ased on the latest Bank Information Sheet (BIS) submitted by Capitol City Bank to the PDIC, the bank is majority owned by Nellie M. Ilas (47.88%) and Lutgarda P. Morabe (19.2%). Its Chairman is Nellie M. Ilas while its President is Lutgarda P. Morabe."

Cavite Governor Jonvic Remulla, who is not a member of the CvSU board, is a political ally of Binay. Remulla had served as spokesman of Binay. Remulla's Partido Magdalo is in a political coalition with the United Nationalist Alliance (UNA) of Binay.  — ELR, GMA News
