MONSOON ENHANCED BY TYPHOON INENG
Five dead, hundreds flee as heavy rains hit northern Luzon
(UPDATED 11:28 p.m.) Five people were killed and more than 700 displaced as the southwest monsoon enhanced by Typhoon Ineng brought heavy rains over northern Luzon, civil defense and police officials said on Friday.
Two of the fatalities were identified by the Cordillera PNP as Erwin Celo, 26, and his brother, Markim. The were reportedly buried alive when a landslide hit Itogon, Benguet.
The National Disaster Risk Reduction and Management Council also listed Michael Felix Guingaban, 58, as a fatality in a landslide in Buguias, also in Benguet.
The Office of Civil Defense in the Cordillera Autonomous Region also reported the death of ten-year-old Eycar Mayon in Sabangan, Mountain Province in another landslide. His nine-year-old brother Lykher was injured in the incident.
In Ilocos Norte, rider Herminio Tabuyo, 47 died while his passenger, Luiller Dahilig, 67, was hurt when a tree fell and hit their motorcycle in Pinili town, the provincial PNP said.
In Bucay, Abra, two persons were reportedly swept by floodwaters into the Abra River. One was rescued while the other remains missing, OCD-CAR director Alex Uy said.
Two others were reported missing by the OCD in the Ilocos Region after they were carried by floodwaters in Solsona, Ilocos Norte and in Naguilian, La Union.
In Batanes, Efren Cabugan was hurt when he was hit by a fallen tree branch in Uyugan town, according to OCD-Cagayan Valley director Norma Talosig.
An estimated 145 families or 421 people fled to temporary shelters in Batanes and Cagayan, Talosig said.
In the CAR, Uy said 71 families or 355 people were evacuated in the provinces of Abra, Benguet and Kalinga.
OCD-Ilocos Region director Melchito Castro said the office is monitoring evacuees in Ilocos Norte, Ilocos Sur and nearby provinces. However, he said figures are not immediately available.
As of Friday night, 1, 234 people were in evacuation centers across the affected regions, NDRRMC said.

Meanwhile, rains in Baguio City caused power outages and landslides that blocked off major throughfares.
In Laoag City, Ilocos Norte, meanwhile, some barangays experienced severe flooding, with some areas having water up to the roofs of huts due to heavy rain caused by Typhoon Ineng.
Aside from the floods, strong winds in the region resulted in fallen trees and displaced signages of commercial establishments.

Citing National Disaster Risk Reduction and Management Council (NDRRMC) officials, GMA News' Cedric Castillo said that the country's so-called "summer capital" accumulated 300 mm of rainfall this Friday, already a third of the 900 mm usually accumulated over the course of an entire month.
These figures may be taken as representative for the rest of northern Luzon.
"Dahil sa mataas na naipong ulan, saturated na ang lupa kaya mataas ang tsansa ng landslides," Castillo said.
Earlier in the day, just such a landslide cut off Kennon Road, one of the major roads into the city. Further landslides have rendered the throughfare unsafe, Uy said.
"Sarado pa rin ang Kennon Road dahil may mga landslides na. Abiso natin sa publiko, lung pwede huwag na mina umakyat ng Baguio. (Pero) kung hindi talaga maiiwasan (na kailangan pumunta sa Baguio), safe naman ang Marcos highway," he added.
