Over 200 violations recorded on first day of MMDA’s no-contact apprehensions


The Metro Manila Development Authority (MMDA) recorded more than 200 traffic violations on Friday, the first day of its re-implementation of the No Contact Apprehension (NCA) Policy.

Ronnie Rivera, NCA Head of Enforcement, confirmed the approximate violations as of 4 p.m. in a text message to GMA News.

Most violations involved bus drivers who did not follow loading/unloading rules.

MMDA Chairman Atty. Emerson Carlos led a demonstration before media on Friday morning, tagging a Joanna Jesh transport bus that unloaded illegally along EDSA corner Timog Ave.

The MMDA immediately prepared the summons to be served at its office in Bicutan, Taguig with an attached ticket with a fine of P150 and the screengrab of when and where the violation was committed.

Rivera said Joanna Jesh Transport Operations Manager Jake Duyongco had received the summons as of 12:55 p.m.

"Papatawan namin ng disciplinary action driver namin. Maganda 'to dahil hindi naman namin namo-monitor at napipigilan ang asal ng driver 'pag nasa labas na," Duyongco said.

EDSA and C5

Carlos said that the policy will take effect in Metro Manila's major highways especially in EDSA and C5.

Fifty closed circuit television (CCTV) cameras have been installed solely for NCAP and another 200 will be installed soon. Fifteen personnel man the desk of the NCA Operations Office in its headquarters in Makati City.

Carlos said all traffic violations captured by the cameras will be put into review before issuing the summons.

A central database has been set up between the MMDA and the Land Transportation Office to identify the name, address, and car model of erring motorists.

Traffic violators will receive their summons via mail once evidence is clear and can dispute this within seven days.

Fines will then be settled either at the MMDA Main Office or any Metrobank branch.
