Duterte wants Villar, Tugade to fix ‘corrupt’ DPWH, DOTC
Incoming President Rodrigo Duterte has said that he wants reelected Las Piñas City Rep. Mark Villar and friend, Arthur Tugade, to fix the "corrupt" Department of Public Works and Highways (DPWH) and the Department of Transportation and Communications (DOTC).
In an interview at the After Dark bar late Friday, Duterte said that the DPWH is still one of the most corrupt government agencies.
"You know I'm very sorry to say this, one of the most corrupt... There is only one there, the lady si Cabral, all others are corrupt to the core," he said.
Duterte was referring to DPWH Undersecretary Maria Catalina Cabral.
He said that reason why he chose Villar to lead the DPWH is he needs "a good organizational man there."
Before Villar was elected to Congress in 2010, he was president of real estate company Crown Asia.
Crown Asia is one of the companies under the Villar family's conglomerate, Vista Land, whose president and CEO is former Senate President Manny Villar.
The elder Villar had been embroiled in a public works controversy in 2008.
Duterte said during the interview that he has asked the younger Villar to draw a map of his family's real estate projects.
"I said draw me a map showing where your developments are in real estate and avoid making a road or alley there, yun ang ano ko sa kanya para wala masabi tao," he said.
Duterte, meanwhile, said that one of Tugade's main objectives in the DOTC would also be to rid the agency of corruption.
"Sa DOTC kaya ko kinuha si Art talagang nagmumura din 'yan. He is good, but his department is corrupt. He has to fix it like Villar," the incoming president said.
Tugade was president and CEO of Clark Development Corporation.
He left the real estate company to help in Duterte's presidential campaign.
Duterte has also announced several possible appointments to his Cabinet.
