Posts held by police generals that Duterte linked to illegal drugs


President Rodrigo Duterte on Tuesday bared the names of retired and active police generals, who he said were involved in illegal drugs.

Among them were retired generals Marcelo Garbo, who was once considered a contender for the post of PNP chief, and Vicente Loot, who is now on his first term as mayor of Daanbantayan town in Cebu.

The active officials that Duterte implicated were Joel Pagdilao, Bernardo Diaz, and Edgardo Tinio.

Here are some key information about the officers.

Retired Deputy Director General Marcelo Garbo

  • PMA Class of 1981
  • former regional director, Regional Police Office 7 (Central Visayas)
  • former acting National Capital Region Police Office director (July 2013; succeeded Deputy Director General Leonardo Espina)
  • former Deputy Chief for Operations, PNP (was next in command, after then officer-in-charge Espina)
  • was once considered as a contender for PNP chief (the post went to Ricardo Marquez in July 2015)
  • retired in March 2016
  • Garbo prominently figured in the Cebu provincial capital standoff in December 2012, when he attempted to serve a suspension order from the Office of the President to then Cebu Governor Gwen Garcia.

Retired Chief Superintendent Vicente A. Loot

  • PMA Class of 1982
  • former deputy regional director for administration, Police Regional Office 8 (Eastern Visayas)
  • former director, PNP Training Service
  • retired in July 2015
  • mayor, Daanbantayan, Cebu (won by only 7 votes over rival Dodong Itok Corro in the 2016 mayoral elections)

 


Bernardo Diaz

  • Former regional director, PNP Region Office 6 (Western Visayas)

Joel Pagdilao

  • former deputy district director, Quezon City Police District
  • former district director, QCPD (Oct 2014-Jul 2015)
  • former regional director, NCRPO (July 2015-June 2016)
  • brother of former police general Samuel Pagdilao (later ACT-CIS Partylist representative and 2016 senatorial candidate)

Edgardo Tinio

  • former executive officer, Directorate for Integrated Police Operations - Southern Luzon
  • Tinio succeeded Pagdilao as QCPD director in 2015
