Ex-NCRPO chief’s SALNs show steady increase in ‘cash’
Former National Capital Region Police Office chief Director Joel Pagdilao's assets did not have much change, except for a steady increase in "cash on hand," based on his Statement of Assets, Liabilities and Net Worth (SALN) filed from 2010 to 2015.
Pagdilao declared a net worth of P5.03 million in his 2015 SALN with assets amounting to P4.1 million and declared liability at P600,000.

Based on his available SALNs for the years 2010, 2012, 2013 and 2015, Pagdilao declared a single real estate property– a residential house and lot in Taguig City with an acquisition cost of P650,000. The property was acquired in 1984 through “cash/loan” as stated in the SALNs.
Over the same years, Pagdilao declared two vehicles – a Honda CRV and a Ford Lynx worth P1.63 million. The two vehicles were acquired in 2003.
His declared "furnitures/appliances/jewelries" also remained the same throughout the years at P350,000.
His declared cash on hand and in bank, however, increased.
In 2010, Pagdilao declared a cash on hand of P650,000, which almost doubled to P1.2 million in 2012. In 2013, it increased to P1.5 million.
In his 2015 SALN, Pagdilao declared cash on hand worth P2.43 million.
Data from the Philippine National Police (PNP) Directorate for Personnel and Records Management show that a police official with the rank of director gets a monthly base pay of P50,763. This amount excludes allowances, longevity pay, and other additional compensation.
At the time of the submission of his 2015 SALN, Pagdilao was regional director of NCRPO.
GMA News tried to get the side of Pagdilao, but he did not respond to calls or text messages.
Pagdilao is among the five active and retired police officials tagged by President Rodrigo Duterte in illegal drugs.
The other officials were retired Chief Superintendent and now Daanbantayan, Cebu Mayor Vicente Loot, former PNP Deputy Director General Marcelo Garbo Jr., former Western Visayas regional police director Bernardo Diaz, and former Quezon City Police District director Chief Superintendent Edgardo Tinio.
'The record will speak for itself'
In a phone interview aired live in GMA News TV’s State of the Nation with Jessica Soho on July 5, Pagdilao defended himself from the President’s allegations and said he welcomed any investigation –including lifestyle checks – to clear his name as soon as possible.
“Wala pong katotohanan na ako po'y isang protector ng ilegal na droga,” Pagdilao said.
“Sa totoo lang, Jessica, wala akong inclination na mababanggit yung pangalan ko because for the past 32 plus (years )ng aking service, talagang ginampanan ko ang aking trabaho ng tapat, may pagmamahal sa trabaho lalong lalo na ang paglaban sa illegal na droga,” he said.
“The record will speak for itself. Yung mga kasama ko sa mga trabaho mula pa nung tenyente ako nakita nila kung paano ako magtrabaho ng tapat. Hindi ko hinaluan ng kalokohan ang akong pagseserbisyo.”
Two security agencies
In his 2015 SALN, Pagdilao disclosed two business interests: CMP Federal Security Agency, and MCPB Pentagon Security Agency, Inc.
As stated in Securities and Exchange Commission (SEC) documents, MCPB amended in 2014 its articles of incorporation and changed its name to RCMP Pentagon Security Agency, Inc.
The 2016 general information sheets of the two companies showed that Pagdilao’s wife Cynthia is the corporate treasurer. She owns 10 percent of RCMP and 3 percent of CMP.
The RCMP was incorporated in 1996 and CMP was incorporated in 1989.
Since his 2010 SALN, Pagdilao has been declaring stocks worth P570,000, which were acquired in 1989 and 1996. It wasn’t indicated in the SALN, though, if this refers to the shares of stock of his wife in the two companies.
The 2013 financial statements of both companies show earnings of millions of pesos in revenues, but had relatively small profits.
The CMP had a total asset worth P15.45 million, and a revenue of P8.93 million. However, after subtracting taxes and other expenses, its profit was declared at P336,192.
In 2013, RCMP had a total asset of P7.52 million and a revenue of P2.25 million. Their profit for the period excluding tax and other expenses was P71,511. —with reports from Mary Anne Senir, GMA News Research and Sandra Aguinaldo, GMA News
