Sebastian confronted with plot to kill fellow inmate’s wife before NBP riot


Former Chief Inspector Clarence Dongail confronted fellow high-profile inmate Jaybee Sebastian about an alleged murder plot against Dongail's wife before Sebastian was attacked with an icepick on Wednesday morning.

According to his affidavit obtained by GMA News' Jamie Santos, Sebastian identified his attacker as inmate Tom Donina, whom he described as an aide of Dongail.

Sebastian said he was talking with Dongail and Donina before the stabbing incident.

"Yun tungkol doon sa isyung diumano planong pagpapatay sa asawa ni Major Clarence na balak daw namin ni Hanz Tan na patayin ang asawa ni Major Clarence na si Grace," Sebastian said.

Sebastian said fellow inmate Peter Co warned Jenny, the wife of another convict Tony Co, about spending too much time with Dongail's wife Grace.

"[Sa] dami ng ginawang katarantaduhan ng asawa nyan baka gantihan si Grace at imbis na ang bala para kanya ay ikaw ang sumalo," Sebastian quoted Peter Co as telling Tony Co's wife.

Sebastian said Dongail told him that Peter Co and Tony Co pointed to Sebastian and a certain Hanz who were planning to kill Dongail's wife.

"Pero nakatawa si Major Clarence habang kinukwento sa akin. Habang kami ay nag-uusap, nasalita itong si Tom na: 'Kalimutan na natin yang mga ganyang issue'," Sebastian said.

He said that when Donina left after saying those words, Peter Co, Tony Co and Vicente Sy arrived at the quarters.

"Agad kong tinuro si Peter Co kay Major Clarence at sinabihan ko si Major Clarence na 'Speaking of the Devil, ayon na yong gago!" Sebastian said.

Sebastian said Dongail followed Peter Co, Tony Co, and Sy, while he turned to watch TV.

"Pagpasok ng tatlo sa kubol ay agad sinundan ni Major Clarence at ako naman ay nanoon na ng TV. Ilang sigunda lang, pagkatingin ko lang sa TV ay yon nga bigla na ngang may sumaksak sa akin at ng lingunin ko ay si Tomas Donina," Sebastian said.

Asked what he thought was Donina's motive behind the stabbing attack, "Tao siya ni Clarence."

Sebastian said that he shouted, "Sir! Sir! Sir!" while he was being attacked to seek help.

"Sa kabilang kwarto naman ay may naririnig akong nagsasalita ng Chinese at sumisigaw nang 'Tama na! Tama na!" Sebastian said.

Asked if he would file charges against Donina, Sebastian said his lawyers would still study the matter.

Except for Sebastian, all the inmates that figured in the melee were among the Bilibid 19—the high-profile inmates who were transferred to the National Bureau of Investigation jail after authorities raided their quarters and found prohibited and luxury items.

Sebastian, according to former justice secretary and now Sen. Leila De Lima, was a government asset.

The inmates were also linked to multi-million-peso drug transactions supposedly made from inside the national penitientiary.

Peter Co was tagged by President Rodrigo Duterte as the top source of drugs in the country even when he was already incarcerated following his drug conviction.

Tony Co died after the NBP incident on Wednesday.

In his testimony to Bureau of Corrections officials, Dongail claimed that he saw the Cos engaging in a shabu session and told them to stop it lest they be caught by the Special Action Force.

Afterwards, he claimed that he was attacked by one of the inmates.
