Police file more complaints vs. ‘rent-tangay’ suspects 


Eighteen more complaints for large scale estafa have been filed by the Philippine National Police (PNP) with the Department of Justice (DOJ) against the alleged perpetrators of the car rental scam. 

The PNP Highway Patrol Group Region 4-A, which filed the complaints on Wednesday, relied on the testimonies of 18 victims who hail from Laguna, Bulacan, Angeles City, Nueva Ecija and Batangas.

Named respondents to the complaint for violations of Article 315 of the Revised Penal Code (swindling/estafa in large scale form) in relation to Presidential Decree 1689 (Increasing the penalty of certain forms of swindling/estafa) are the following: 

  • Rafaela Anunciacion 
  • Eleanor "Leah" Constantino Rosales
  • Tychicus Historillo Nambio
  • Jhennelyn Berroya
  • Anastacia Montes Cauyan
  • Eliseo Cortez
  • Marilou V. Cruz
  • Sabina Torrea

The PNP also filed similar complaints against the suspects on February 16 but copies were not shared to the media. 

Justice Secretary Vitaliano Aguirre II had already placed Anunciacion, Rosales, Nambio and a certain  Ana Pamplona Borlon under the immigration lookout bulletin so as to monitor any attempt on their part to leave the country.  

The National Bureau of Investigation is also looking into car rental scam which is said to have victimized hundreds of vehicle owners.  

The syndicate allegedly carried out the scheme by giving "fraudulent promises" of rental income only to find out later that their vehicles were either mortgaged or sold to different people without their knowledge and consent.

The scheme also reportedly gives incentives to car owners for successfully enticing another car owner to join the investment scam. — RSJ, GMA News
