PNP, CSC renew agreement on search for outstanding gov’t workers
The Philippine National Police and the Civil Service Commission on Wednesday renewed their agreement on an annual search for outstanding government workers.
The Honor Awards Program, which is administered by the CSC, "recognizes and rewards government workers for extraordinary acts or services that contribute to the attainment of efficiency, economy and improvement of government operations."
PNP chief Director General Ronald "Bato" Dela Rosa and CSC chairperson Alicia Dela Rosa-Bala signed the renewal of the Memorandum of Agreement on the implementation of HAP.

The award is conferred by the President since it is considered the highest honor given to government employees.
As the central human resource institution and adviser to the President on human resource management, the CSC "develops measures to advance accountability, competence and integrity in the bureaucracy."
Through the HAP, it "seeks to instill a culture of excellence by recognizing and rewarding dedicated public service exemplars for outstanding performance, contribution and achievements and/or for consistent display of exemplary ethical behavior."

Under the HAP are three award categories:
- the Presidential Lingkod Bayan, which recognizes state employees for outstanding work performance, contribution or accomplishment that had nationwide impact;
- the Dangal ng Bayan Award for exemplary ethical behavior; and
- the CSC Pagasa Award for performance or accomplishments which directly benefit more than one government agency.
President Rodrigo Duterte led the conferment of the three awards in Malacañang in December 2016.
Dela Rosa said that HAP continues to be an "inspiration and encouragement" for civil servants in rendering their services with the highest degree of professionalism, integrity and courtesy.
"I must say that it is always an honor for us to work with the commission in rendering the best services to our nation. We recognize the commission's firm adherence to the highest ideals of the merit and rewards system in government service. As your servants and protectors, we in the PNP render the necessary support in ensuring the CSC's Honor Award Program is able to fully attain its objective particularly in the background investigation and validation process," he said.
"As in the past three years, the PNP is even ready to help with the CSC's validators and investigators with the needed knowledge and skills on background investigation through the conduct of training activities as well as provide police assistance whenever necessary. And it is with much optimism with the reaffirming of partnership in this endeavor through this award," he added.
Under the memorandum, the Commission must maintain the integrity of the annual search by conducting a validation and background investigation process with assistance from the PNP.
The partnership also "aims to raise the competency of the pool of background investigators."
CSC chairperson Bala said that the renewal of agreement is a "clear message of unity and cooperation" between the two government agencies. — BM, GMA News
