PNP-IAS finds cause to file admin cases vs. Caloocan cops on Kian’s death
The Philippine National Police-Internal Affairs Service said Monday it has found probable cause to file administrative cases against 16 members of the Caloocan City Police allegedly involved in the killing of Kian Loyd delos Santos.
IAS Inspector General Alfegar Triambulo said they made the decision “based on circumstantial evidence.”
He said the police personnel will be facing charges of grave misconduct, serious irregularity in the performance of duty, and serious neglect of duty.
Among those to be charged are Chief Inspector Amor Cerilo, precinct commander; Police Officer 4 Arnel Oares, the one who allegedly shot Delos Santos; Police Officer 1 Jeremias Pereda and Police Officer 1 Jerwin Cruz.
“We will file formal charges against the respondents. After filing, ang hearing officer ng IAS ang magka-conduct ng summary hearing,” Triambulo said.
Triambulo said former Caloocan City Police chief Senior Superintendent Chito Bersaluna was not yet included in the list because they still need to secure presidential clearance.
“Susunod ang kaso niya kasi magre-request pa tayo ng presidential clearance kasi ‘yan po ang nasa rules of procedure ng NAPOLCOM (National Police Commission) na ating sinusunod sa pag proseso sa mga kasong administratibo ng isang pulis,” he said.
Delos Santos was killed when Caloocan policemen conducted a One Time, Big Time operation in their area. Authorities claimed Delos Santos engaged law enforcers in a shootout but CCTV footage showed that the 17-year-old student was being dragged by policemen before his body was found. — Amita Legaspi/RSJ, GMA News
