Subic Bay Metropolitan Authority (SBMA) board member Benny Antiporda, one of the organizers, said around 50,000 Duterte supporters were expected to attend the pro-administration rally.
As of 4 p.m., authorities estimated the crowd to be numbering 16,000.

Duterte declared September 21, 2017 as a National Day of Protest, as he acknowledged the people's fear of Martial Law.
Duterte said he was "in solidarity with the people's call against all excesses and shortcomings of the government, and with the people's desire to uphold the highest standards of integrity, efficiency and accountability in government."
Various groups had launched protest actions in Metro Manila and other parts of the country against Duterte's war against illegal drugs, alleged extrajudicial killings and the military rule in Mindanao. — MDM, /KVD, GMA News
