PNP starts summary dismissal hearing of raps vs. Caloocan cops tagged in Kian’s death
The Philippine National Police-Internal Affairs Service (PNP-IAS) started Tuesday morning its summary dismissal hearing against 16 Caloocan City Police personnel allegedly involved in the death of 17-year-old Kian Loyd delos Santos.
Reporters, however, were not allowed to cover the proceedings.
Among those charged with grave misconduct, serious irregularity in the performance of duty, and serious neglect of duty were Chief Inspector Amor Cerilo, precinct commander; Police Officer (PO) 4 Arnel Oares, the one who allegedly shot Delos Santos; PO1 Jeremias Pereda and PO1 Jerwin Cruz.
During the summary hearing, the respondents will submit their evidence and it will be marked.
IAS Inspector General Alfegar Triambulo earlier said the hearing officer, after the proceedings, will draft a recommendation which will either be approved or rejected by him and be submited to the PNP chief who could either approve or reject it.
Triambulo earlier said the PNP-IAS might release its resolution or recommendation on the case by the first week of October.
He said they would do away with the trial type proceedings to expedite the process.
“Una markahan muna ‘yung ebidensya. Para mapadali yung administrative cases inalis na natin yung trial type, yung ginagawa sa court room. Tayo magmamarka kung ano ebidensiya nila at ia-argue nila. On the side of respondent ito ang mga ebidenisya ko wala kaming kasalanan, on the side ng IAS, iaargue din nila based sa ebidensiyang nakalap sa investigation na meron silang kasalanan,” he said.
“So 15 days ‘yung ibibigay ng hearing officer namin, after 15 days magsubmit man o hindi, resolbahin ang kaso base sa ebidensiya na hawak ng hearing officer,” he added.
Delos Santos was killed when Caloocan policemen conducted a "One Time, Big Time" operation in their area.
Authorities claimed Delos Santos engaged law enforcers in a shootout but CCTV footage showed that the 17-year-old student was being dragged by policemen right before he was killed. — MDM, GMA News
